The new immigration plan (2019-2021) plan calls for gradually increasing immigrant’s level of the country up to 350,000 by end of 2021. The targets for 2019 and 2020, in the beginning set at 330,000 and 340,000, respectively, have now been greater than before at 330,800 and 341,000.

The main reason for such a huge announcement by the country is its declining workforce and ageing population. These two factors may decline the country’s economic growth and therefore, foreign skilled immigrants, as last resort to meet the workforce shortage in the country, are called upon. The economic immigration pathways by the federal Express Entry economic system as well as the Provincial Nominee Programs (PNPs) will continue to play key role in the plan.
