Is it possible to get Canada PR visa from India without job offer letter from Canada?
Many applicants are having this misconception of ineligibility if they fail to get a Job in Canada. However, this isn’t the case.
Canada’s skilled program (also the most popular program) called Express Entry does not mandate you having a Job offer from Canada. The system is only concerned with your proficiency and productivity in terms of your age, education, experience and language skills. There is no doubt, extra points for those having a Job in Canada but it is no way mandatory to have a Job offer to be eligible to apply or even to immigrate to the country.
Let us first discuss what is Express Entry program Express Entry is a pathway for skilled foreign workers to immigrate to Canada. This federal program is launched by Immigration Refugees and Citizenship Canada (IRCC) back in the year 2015. Express Entry is considered the fastest and the most admired immigration pathway to immigrate of Canada. The program further has three streams namely- Federal Skilled Worker Program, Federal Skilled Trades Program and Canadian Experience Class. While Federal Skilled Trades Program do demand a Job offer before sending you to Canada, The Federal Skilled Worker Program (FSWP) invites you the country as a Permanent Resident even without a job offer from the country.

Other than the federal program, there are provincial nomination programs too that does not require any Job offer before granting you rights to come and settle in the country. The provincial immigration programs that offer Canada PR without job offer are:
These Provincial Nominee Programs work in coordination with federal government. This means that the federal government decides the intake limits of skilled workers through these programs. If you apply to a province and get the nomination, you will become eligible to claim 600 additional CRS and becomes close to receiving ITA in an Express Entry draw conducted by CIC on a regular basis.
According to recent statistics released by Immigration, Refugees and Citizenship Canada (IRCC) an interesting discovery has been made. Through this discovery, it can be calculated that Express Entry candidates void of any Canadian job offer have been the big beneficiaries of targeted improvements to the way candidates are ranked.
As per Canadian immigration authority, in the first half of 2017, about 90 per cent of Express Entry applicants who received an Invitation to Apply (ITA) for applying to permanent residence visa of the country did not have a Canadian job offer. This figure was 62 per cent 11 months (in November 2016) prior to IRCC reducing the number of CRS points given to applicants for a job offer from Canada.
This data is a confirmation of the fact that reducing the CRS points for Job offer has significantly shifted the number of ITAs for permanent residence in support of candidates that are having no Canadian Job offer in hands.
Express Entry are some aligned PNPs does not consider Job offer much. From the total Comprehensive Ranking Score on which you get your selection for immigration, has bunch of factors called Human capital factors. This includes your age, proficiency in English/French, educational capabilities, and skilled work experience. When combined, they give a picture of candidate’s core Comprehensive Ranking System (CRS) points score. And according to IRCC “these factors are strongly correlated to higher earning potential of an individual.” Thus it is clear that even if the candidate is not having a Job currently, he/she will soon get one based on their level of proficiency and skill set possessed.
Even if IRCC does not want you to have a Job offer prior to your selection, it does consider you having your Job profile in demand in the country. If your Job profile is not in demand in the country, then Canada would be looking for a very strong reason to invite you.

Commenting on this drastic change, IRCC says that “Dropping the value of a job offer has brought more objectivity to Express Entry’s ranking system, and that’s good news for candidates who are relying on their core CRS scores based on educational and work experience proficiencies.”
The Job offer change by the IRCC has resulted in a sudden shift in occupational rankings of the country. For example, before the change has taken place, Industrial, Electrical and Construction Trades (NOC 72) was on fourth rank in the top 10 occupations invited by Express Entry (because of 600 additional points for job offer in this occupation). After the reductions were made, these trades dropped to 14th rank.

It must be clear to you by now that having a Job offer from Canada is not mandatory at all to be eligible to move and settle in the country. Also the country has reduced the size of points allotted for Job offer and therefore many applicants are considering earning on their skills and expertise rather than earning on a Job offer.
